Last week mortgage lender Freddie Mac announced that the average rate on a 30-year fixed rate mortgage dropped to 4.78 percent  from 4.84 percent just a week earlier.\n\nThis is by far the lowest level since early December 2009, when rates fell to a record low of 4.71 percent.
